Khmer rebels were willing to establish sub-district, district and provincial committee in Pursat and Battambang province, espeacially to enlarge the former committee office. Each committee was divided into many sectors: politics, military, economic and social affair. Ket Chea was a chief of zone committee. Chiefs of all sector, who were designated,
were sent to take in course by the chief of zone-two committee. Khmer rebels also intended to send their forces to surrender to the government and get in touch with capitalis, workers, students, army, civil staff and monks in order to form commando units and fake units in the government occupied area. The hidden forces, who lived in Phnom Penh set up committees for transfering news and supplying food to their troops. What was more, they caused internal insurrection for the purpose of attacking into Phnom Penh. ពួកខ្មែរឧទ្ទាមមានបំណងប្រុងបងើ្កតគណៈកម្មាភិបាលឃុំ ស្រុក ខេត្ដ នៅខេត្ដពោធិ៍សាត់ និងបាត់ដំបង ហើយពិសេសគឺពង្រីកទីតាំងគណៈ-កម្មាភិបាលដែលមានមកពីមុន។ ក្នុងគណៈកម្មាភិបាលនីមួយៗចែក ចេញជាផ្នែកនយោបាយ, យោធា, សេដ្ឋកិច្ច និងសង្គមកិច្ចដែលមាន ឈ្មោះ កើត ជាប្រធានគណៈកម្មាការប្រចាំភូមិភាគ។ ចំណែកប្រធាន គ្រប់ផ្នែកទាំងអស់ដែលបានជ្រើសរើស ត្រូវបញ្ជូនអោយទៅសិក្សា ក្រោមការចាត់ចែងពីប្រធានគណៈកម្មាភិបាលតំបន់២។ ម្យ៉ាងទៀត ពួកខ្មែរឧទ្ទាមមានគម្រោងការបញ្ជូនគ្នាវាខ្លះអោយមកចុះចូលនឹងរដ្ឋា ភិបាលជាតិ ហើយខ្លះទៀតចូលមកទាក់ទងជាមួយពួកមូលធន, កម្មករ, និស្សិត, ទាហាន, អ្នករដ្ឋាការស៊ីវិល, និងព្រះសង្ឃ ដើម្បីបងើ្កតជា កុម្មង់ដូ និងក្រុមក្លែងបន្លំនៅក្នុងតំបន់រដ្ឋាភិបាលកាន់កាប់។ ពួកខ្មាំង ដែលមកបង្កប់ខ្លួននៅក្នុងទីក្រុងភ្នំពេញបានបងើ្កតជាគណៈកម្មាភិបាល ផ្ដល់ព័ត៌មាន និងផ្គត់ផ្គង់គ្រឿងឧបភោគបរិភោគដល់ពួកវា ហើយជា ពិសេសគឺបំបះបំបោរផ្ទៃក្នុងដើម្បីងាយស្រួលដល់ការវាយពីក្រៅ សម្រុកចូលមកទីក្រុង។
