In March 1974, Khmer communist built a camp in Tuol Trea village, Chub commune, Tbaung Khmum disatrict for about 300 handicaps. The camp made up of 70 buildings, made of bamboo and thatched roof. Khmer communist taught those lames how to take information, so as to mingle themselves with people in Phnom Penh to scout around the government politics and military strategy. In April 1974 about 100 cripples mingled themselves in Phnom Penh and sent information through their network from Phnom Penh to village and from village to another and also to high headquarter in zone 203.
កាលពីខែមីនា ១៩៧៤ ពួកខ្មែរកុម្មុយនីស្ដបានសង់ជំរុំមួយសម្រាប់ជនពិកាប្រហែលជា៣០០នាក់ឱ្យស្នាក់នៅក្នុងភូមិទួលទ្រា សង្កាត់ជប់ ស្រុកត្បូងឃ្មុំ។ ជំរុំនេះមានផ្ទះតូចៗប្រហែលជា៧០ ខ្នងធ្វើអំពីឫស្សីប្រក់ស្បូវ។ ពួកខ្មែរកុម្មុយនីស្ដបានបង្រៀនដល់ ជនពិកាទាំងនោះឱ្យចេះនូវរបៀបស្រាវជ្រាវព័ត៌មាន ព្រមទាំងចូល បន្លំខ្លួនក្នុងទីក្រុងភ្នំពេញដើម្បីស្រាវជ្រាវព័ត៌មានយុទ្ធសាស្ដ្រ និងនយោបាយរដ្ឋាភិបាល។ នៅក្នុងខែមេសា ១៩៧៤ ពួកជនពិកា ខាងលើនេះប្រហែល១០០នាក់បានបន្លំចូលក្នុងក្រុងភ្នំពេញ ហើយ វាបានបញ្ជូនព័ត៌មានតាមខ្សែរយពីក្រុងទៅតាមភូមិ រួចពីភូមិមួយ ទៅភូមិមួយទៅទីស្នាក់ការបញ្ជាការជាន់ខ្ពស់ប្រចាំភូមិភាគ ២០៣។
