Heng Peng, who was a chief of trade hospital stationed in zone 203, region 20, defected through the republic khmer embassy to Prey Norkor Vietnam country. In 1969 he was a deputy chief of fliers spreader team of khmer communist. In 1970 he was nominated as a chief of ethnic youth in Chi Nek commune. In 1972 he was designated as a communist party member. Ultimately he was picked up to be a chief of trade hospital for zone 203 after he had finished medicine course at South Vietnam for 1 year. According to the source he described the assignation of Cambodian communist party in 1951, under the leadership of Seung Ngokminh, and the appointment of authority of Cambodian communist party that there were five people- they were Sa Lotsa, Nuon Chea, Ieng Sary, Koy Thuon, and Sovanna aka Phim, and another important person was Khieu Samphan. He also recited the nomination of Cambodian communist party that they set up a committee to examine consciousness and stand point of each individual within 3 to 6 months.
ហេង ផេង ជាប្រធានមន្ទីរពេទ្យពាណិជ្ជកម្មប្រចាំភូមិភាគ ២០៣ តំបន់ ២០។ ជននេះចូលសារភាពតាមរយះស្ថានទូតសាធារណរដ្ឋខ្មែរប្រចាំនៅ ក្រុងព្រៃនគរ ប្រទេសវៀតណាម។ នៅឆ្នាំ១៩៦៩ ជននេះជា អនុប្រធាននៃបណ្ដាញបាចត្រាក់ឱ្យខ្មែរកុម្មុយនិស្ដ។ ១៩៧០ ត្រូវបាន អង្គការតែងតាំងឱ្យធ្វើប្រធានយុវជនអាណិកជននៅក្នុងសង្កាត់ ជំនីក។ ១៩៧២ ត្រូវបានអង្គការតែងតាំងជាបក្សជនកុម្មុយនិស្ដកម្ពុជា ហើយចុងក្រោយបំផុតត្រូវបានតែងតាំងជាប្រធានមន្ទីពាណិជ្ជកម្មប្រចាំ ភូមិភាគ ២០៣ បន្ទាប់ពីបានបញ្ចប់ការសិក្សានៅយួនខាងជើងផ្នែកវិជ្ជា ពេទ្យអស់រយៈពេល១ឆ្នាំមក។ តាមប្រភពជននេះបានរៀបរាប់អំពី ការចាត់តាំងរបស់បក្សកុម្មុយនិស្ដកម្ពុជានៅក្នុងឆ្នាំ១៩៥១ ក្រោមការ ដឹកនាំរបស់ស៊ឹង ង៉ុកមិញ និងការចាត់តាំងរដ្ឋអំណាចរបស់បក្ស កុម្មុយនិស្ដកម្ពុជាដែលក្នុងនោះមាន៥រូបគឺ សា ឡុតស, នួន ជា, អៀង សារី, សុវណ្ណា ហៅ តាភឹម និងកុយ ធួន។ ហើយព្រមទាំងបុគ្គល សំខាន់មួយទៀតគឺ ខៀវ សំផន។ ម្យ៉ាងទៀតជននេះបានលើកអំពីការ ជ្រើសរើសមនុស្សឱ្យចូលជាសមាជិកបក្សកុម្មុយនិស្ដកម្ពុជាគឺពួកវា ចាត់ឱ្យមានគណៈកម្មការដើម្បីត្រួតពិនិត្យនូវសតិអារម្មណ៍ គោលជំហររបស់ បុគ្គលម្នាក់ៗក្នុងរយៈពេលពី៣ខែ ទៅ៦ខែ។
