Nget Mei aka Nay was born in Stung Tauch village, Rolork Sa sub-district, Bakan district, Pursat province. Mei was an ordinary villager at Reache Nokul village, commune ៈ3, Stung Treng district, region 104, Stung Treng province. The person evacuated from Stung Treng on August 22, 1974 to Kampong Cham province. From 1970-71, the person was a military and was boot out as a common people later on. The person reported on a plan of Khmer communist in region 103 and 104, a presence of the North Vietnamese in Stung Treng and on a conflict between Vietnamese and Khmer Rouge communist.
ង៉ែត ម៉ី ហៅ នយ កើតនៅស្ទឹងតូច សង្កាត់រលកស ស្រុកបាកាន ខេត្ដពោធិ៍សាត់ ជាប្រជាជនសាមញ្ញនៅភូមិរាជានុកូល សង្កាត់លេខ ៣ ស្រុក ស្ទឹងត្រែង តំបន់ ១០៤ ខេត្ដស្ទឹងត្រែង បានភៀស ខ្លួនចេញពីស្ទឹងត្រែងនៅថ្ងៃ២២ សីហា ១៩៧៤ទៅខេត្ដកំពង់ចាម។ សាម៉ីខ្លួនចូលបម្រើខ្មាំងតាំងពីឆ្នាំ១៩៧០-៧១ ជាសេនាជន ក្រោយមកត្រូវគេដកមកឱ្យធ្វើជាប្រជាជនធម្មតាវិញ។ សាម៉ីខ្លួនបាន រាយការណ៍ពីការរៀបចំរបស់ខ្មែរកុម្មុយនិស្ដនៅតំបន់ ១០៣, ១០៤ វត្ដមាននៃទ័ពវៀតកុងក្នុងខេត្ដស្ទឹងត្រែងនិងទំនាស់រវាងយួននិងខ្មែរកុម្មុយនិស្ដ។
