Soeung Chhan was allowed to work for the sake of Ministry of National Khmer Armed Forces. He was responsible for having contact with Khmer people who were working for enemy in enemy occupied region.
ឈ្មោះ សឹង ឆាន ត្រូវបានអនុញ្ញាតឱ្យធ្វើការជាប្រយោជន៍ឱ្យក្រសួង យោធពលខេមជាតិ េដីម្បីទំនាក់ទំនងជាមួយខ្មែរ ដែលធ្វើការឱ្យពួក ខ្មាំងនៅក្នុងតំបន់ខ្មាំងកាន់កាប់។
