Pal Chhoeun was allowed to serve for the sake of National Khmer Armed Forces in Tma-Et region, Kampong Tralach district, Kampong Chhnang province. He was responsible for having contact with Khmer Rouge in order to persuade them to join the government.
ប៉ាល់ ឈឿន ត្រូវបានអនុញ្ញាតឱ្យធ្វើការជាប្រយោជន៍របស់ក្រសួង នៅតំបន់ថ្មឥដ្ឋ ស្រុកកំពង់ត្រឡាច ខេត្ដកំពង់ឆ្នាំង ក្នុងការទំនាក់ទំនង ជាមួយខ្មែរក្រហម ដើម្បីចូលរួបរួមជាមួយរដ្ឋាភិបាលវិញ។
