The situation at the local level in March 1977. Some events broke out:
1. Before the situation at the Sieng Pang local was not strange but at the present there was an interesting incident that of criss-cross matter occurs we had to agree in sending soldiers to help people. 2. In the past, region 102 had something in common and nothing bad happened. However, enemy tracing problem seemed not to go well. For example, we arrested Ar Nou, Ar Chan Deng and they answered that the other two people are living in Treb village knew various stories and they also asked too, but the local level seemed not to care. 3. In region 101, there were on going fighting with enemy. Most of hostages were killed without questioning to find out enemy’s network. So enemy’s track got host. For instance, seven youns and twelve bandits. 4. In region 107, enemy’s tracing was not effective. Living standard improving is not active. People were lacked of food, but the leader didn’t know. Enemy killed a man and robbed his bike in the East of Bor Keo. After that the bike was found with local militiaman, and he said that he stole this bike. They didn’t think of enemy and they counted this problem as a bike stealing. 5. Angkar composition. We were watching the situation which can suffer our revolution. Both old and new residents rejected our way. All statements about this local area were reported to Um, they were not controversy or rows. They were just some incidents. Please forgive and tolerate. Deep and warmest respects to revolutionary with romance. សភាពការណ៍មូលដ្ឋានក្នុងខែមិនា ១៩៧៧ មានលេចព្រឹត្ដិការណ៍ មួយចំនួនដូចតទៅៈ ១.សភាពការណ៍នៅមូលដ្ឋានសៀងប៉ាងកន្លង មកគ្មានអីប្លែកទេ តែបច្ចុប្បន្ននេះមានបាតុភាពគួរឱ្យចាប់អារម្មណ៍ គឺថាបើមានបញ្ហាស្មុគស្មាញត្រូវឯកភាពគ្នា ឱ្យកងទ័ពចុះដើម្បីជួយ ធ្វើការប្រជាជន។ ២. នៅតំបន់១០២កន្លងមក បានឯកភាពគ្នាជាបន្ដ បន្ទាប់គ្មានបញ្ហាអ្វីទេ តែបញ្ហារាវរកខ្មាំងដូចជាមិនសូវក្ដៅ។
ឧទាហរណ៍ៈ យើងចាប់ អានូ និង អាចាន់ ដែង។ វាបានឆ្លើយ ដាក់ឈ្មោះពីរនាក់នៅភូមិកៀប ថាជាអ្នកដឹងរឿងរាវផេ្សងៗ និងធ្វើសកម្មភាពដែរ តែខាងមូលដ្ឋាន ដូចជាមិនអើពើសោះ។ ៣. នៅតំបន់១០១ មានការប្រយុទ្ធនឹងខ្មាំងជាបន្ដបន្ទាប់ តែឃើញ ចំនុចមួយចាប់បានខ្មាំង ឬកងទ័ពប្រគល់ខ្មាំងឱ្យច្រើនតែឆាប់កមេ្ទច មិនបានសួរបញ្ជាក់រាវរកខ្សែរយៈខ្មាំងឱ្យបាន ម៉ត់ចត់ ធ្វើឱ្យបាត់ដានខ្មាំង។ ឧទាហរណ៍ៈ ដូចជាយួន៧នាក់ ក្រុមចោលព្រៃ១២នាក់ ជាដើម។ ៤. នៅតំបន់១០៧ បញ្ហាពិនិត្យខ្មាំង តាមដានខ្មាំង និងរាវរកខ្មាំង មិនមានការខ្លាំងក្លា ការដោះស្រាយជីវភាពប្រជាជនមិនកាន់ប្រយុទ្ធ។ ឧទាហរណ៍ៈ ប្រជាជនមានការខ្វះស្បៀងយើងទៅជួបអ្នកដឹកនាំថាក្ដាប់ មិនបាន។ មួយទៀតរឿងខ្មាំងសម្លាប់យុទ្ធជនម្នាក់ដោយវាយយកកង់នៅ ខាងកើតបរកែវ។ ហើយឥឡូវនេះយើងឃើញច្បាស់ថា កង់យុទ្ធជន ដែលស្លាប់នៅនឹងឈ្លបមូលដ្ឋាន យកកង់នោះទៅទុកនៅកន្លែង តែបែរជានិយាយថាៈ កងនោះលួចមកពីបរកែវទេ។ ដូចនេះដូចជាមិនទាន់ចាប់អារម្មណ៍ពីរឿង ខ្មាំងនេះ។ ឧទាហរណ៍ៈ រឿងកង់នេះទទួលស្គាល់ថាលួចទៅវិញ។ ៥. សភាពការណ៍អង្គការ យើងកំពុងតែតាមដានស្ថានភាពដែល អន្ដរាយដល់បដិវត្ដទាំងថ្មីទាំងចាស់ គឺអ្នកជំទាស់នឹងមាគ៌ាទាំងចាស់ ទាំងថ្មី។ សេចក្ដីរាយការណ៍ជូនអ៊ំទាំងអស់ពីមូលដ្ឋាននេះមិនមែន រឿងជំនាស់ឬខ្វែងគំនិតគ្នាទេ គ្រាន់តែជាបាតុភាពខ្លះដើម្បីឱ្យអ៊ំបានជ្រាប សូមអ៊ំអនុគ្រោះ និងអធ្យាស្រ័យ។ គោរពដោយមនោសពោ្ចតនាបដិវត្ដ យ៉ាងជ្រាលជ្រៅ និងកក់ក្ដៅបំផុត។ |
