A defector reported that enemy regions, located arround Phnom Penh city, were called special Military Zones. The other regions, situated in the West of country were called Region15. Ta Toeb, was a unit commander and a commander of special zone.
This person also reported that on March 11, 1973, enemies assigned thier soldiers to transport all types of ammunitions from Am Leang Village to Ta Lao village in Pursat province. After they finished to transport those ammunitions, they then went and on to transport unhusk rices from orher places. The enemy sent soldiers to learn military strategy in order cut off raods and water ways, and curbed economy in other provinces and city so as to be easy to conduct activities in country. ភ្នាក់ងារជនចូលសារភាពបានរាយការណ៍មកថា តំបន់ខ្មាំងដែលនៅជុំ វិញក្រុងភ្នំពេញហៅថាយោធាភូមិភាគពិសេស ព្រមទាំងមានចែកជា តំបន់ផេ្សងៗទៀតនៅខាងលិច ហៅថាតំបន់១៥ ដែលមានឈ្មោះ តា ទឹប ជាមេបញ្ជាការកងពល និងជាមេបញ្ជាការភូមិភាគពិសេស។ ភ្នាក់ ងារយើងបានរាយការណ៍បន្ថែមទៀតថា កាលពីថ្ងៃទី១១ ខែមីនា ឆ្នាំ ១៩៧៣ ខ្មាំងបានជ្រើសរើសពួកវាមួយចំនួនឱ្យទៅដឹកជញ្ជូនគ្រាប់ និង កាំភ្លើងគ្រប់ប្រភេទពីភូមិអមលាំង (កពង់ស្ពឺ) ទៅកាន់ខេត្ដពោធិ៍សាត់ ក្នុងភូមិតាលោ។ ក្រោយពីដឹកអាវុធអស់ទៅពួកខ្មាំងបន្ដដឹកស្រូវទៅ កន្លែងដទៃទៀត។ បន្ទាប់មកពួកខ្មាំងបានបញ្ជូនកូនទាហានទាំងអស់ឱ្យ- ទៅរៀនវិជ្ជាយុទ្ធសាស្ដ្រ ដើម្បីមកផ្ដាច់ផ្លូវគោក ផ្លូវទឹក សេដ្ឋកិច្ចក្នុងទីក្រុង និងខេត្ដនានាក្នុងប្រទេស ដើម្បីងាយស្រួលពួកខ្មាំងធ្វើសកម្ម ភាព។
