In September, 1973, Khmer rebels intended to set up committee of cadres of sub-district, district and provincial levels in Pursat and Battambang province, especially they planned to enlarge old location of their cadres. Each committee had components dealing with political, military, economic, social and subotage affairs under the command of Taet, chief of the zone. All selected component chief were sent for a training under the assignment from chief of region 2. Khmer rebels planned to send their spies to penetrate into the government region. The secret enemies in the city formed a committee of cadres responsible for providing information, drawing the location national army, and supplying weapons and foodstuffs to their partisans. Their special duty was to provoke sabotage and help attacking from inside once their external forces broke into the city.
ក្នុងខែកញ្ញា-១៩៧៣ មុននេះខ្មែរឧទ្ទាមមានបំណងប្រុងបង្កើត គណកម្មាភិបាលឃុំ-ស្រុក-ខេត្ដ កុ្នងខេត្ដពោធិ៍សាត់ និងបាត់ដំបង ពិសេសពង្រីកទីតាំងកម្មាភិបាលដែលមានពីមុន។ ក្នុងគណកម្មាភិបាល មួយៗចែលកចេញជាផ្នែកនយោបាយ-យោធា-សេដ្ឋកិច្ច-សង្គមកិច្ច និងវិចេ្ឆទកម្ម ដែលមានឈ្មោះ កើត ជាប្រធានប្រចាំភូមិភាគ។ ចំណែក ប្រធានគ្រប់ផ្នែក ដែលបានជ្រើសរើសត្រូវបញ្ជូនឱ្យសិក្សាក្រោមការ ចាត់ចែងពីប្រធានតំបន់លេខ២។ ពួកឧទ្ទាមមានគម្រោងការបញ្ជូនគ្នា វាមកបន្លំខ្លួនក្នុងតំបន់រដ្ឋាភិបាល។ ខ្មាំងដែលបង្កប់កុ្នងក្រុងបង្កើតជា គណកម្មាភិបាលមានភារៈផ្ដល់ព័ត៌មាន គូប្លង់ទីតាំងទ័ពផ្គត់ផ្គង់អាវុធ និងស្បៀងដល់គ្នាវា។ ពិសេសធ្វើវិចេ្ឆទកម្មបំបះបំបោរព្រមទាំងចាំ ជួយវាយប្រហារពីខាងក្នុងនៅពេលណា ដែលទ័ពខាងក្រៅវាយប្រហារ សម្រុកចូលទីក្រុង។
