The essence of the telegram: In the night of January 22, 1976, Vietnamese made a raid on our patrol from front and behind. Now they reached our side, but we hadn't attacked back yet, and we still kept negotiation because we were preparing the forces, studying experience and waiting for the desicion from party. They positioned 1 kilo metre south of Mount Pau Nhark and 500 metres west of Oral. They have claimed ownership and asked us to leave, but I haven't agreed to leave. As reported a bove, I was ready to fight everywhere as long as they were in Cambodia's territory, but there had no order from Angkar. I were carrying out patient politics and tolerate So we did fire until there was an order from Angkar. We would like a request from you.
