Because of difficulties in keeping hostages, especially. those under the age of 18, the Second Bureau of the National General Staff issued a letter to the commander in chief and the National gGeneral Staff Officer to seek after native solutions, if we determine base on No.154 ANS-N5, dated on March 13, 1974, the Secod Bureau could not control the hostages, but their numbers continued to grow .
ដោយមានផលវិបាក ក្នុងការថែរក្សាទុកនូវរាល់ចំណាប់ខ្មាំងទាំងឡាយជាពិសេសចំណាប់ខ្មាំងដែលមានអាយុតិចជាង១៨ឆ្នាំ ទើបនាយការិយាល័យទី២ នៃអគ្គសេនាធិការយោធពលខេមជាតិ បានធើ្វ លិខិតមួយច្បាប់ ដើម្បីអោយអគ្គមេបញ្ជាការ និងនាយអគ្គសេនាធិការ យោធពលខេមរជាតិ ជួយដោះស្រាយ ព្រោះបើអនុវត្ដតាមកំណត់ ចាត់ការលេខ១៥៤ អនុសេន-ន៥ ចុះថ្ងៃទី១៣ ខែមីនា ឆ្នាំ១៩៧៤ នោះឃើញថា ការិយាល័យទី២ មិនអាចគ្រប់គ្រងបានទាំងអស់ទេ។ ម្យ៉ាងទៀតចំណាប់ខ្មាំងចេះតែកើនឡើងជាបន្ដបន្ទាប់។
