In Kampong Trach district, Viet Cong troop allowed inhabitant to import or export food supply to government region but those inhabitant had to paid taxes. The smuggling goods from Vietnam must be transported in via Prek Chark region, Kampong Trach district and they need to pay 10.000 Riel to 30.000 Riel per boat. Viet Cong arrested South Vietnamese troop and turned them into Viet Cong after Red indoctrination. Ta Mok, khmer guerrila chief, met with Viet Cong general to ask Viet Cong to withdraw their troop out of Cambodia but the Viet Cong refused unless Sihanuk ordered them for Sihanuk was the one who had asked for helps from them.
នៅក្នុងស្រុកកំពង់ត្រាចទាំងមូល កងទ័ពយួនយៀកកុងបានបើកសិទិ្ធ ឱ្យប្រជាជនដឹកគ្រឿងឧបភោគបរិភោគចេញចូលមកតំបន់រដ្ឋាភិបាល យើងកាន់កាប់ តែត្រូវបង់ពន្ធអោយពួកវា។ ជាពិសេស ទំនិញដែល រត់ពន្ធមកពីប្រទេសវៀតណាម ត្រូវដឹកតាមតំបន់ព្រែកចាក ស្រុកកំពង់ ត្រាច គឺមួយទូកបង់ពី១០,០០០រៀល ទៅ ៣០,០០០រៀល។ ពួកយៀកកុងបានចាប់កងទ័ពរត់ការយួនខាងត្បូង ឱ្យទៅធើ្វជាទ័ពវាក្រោយ ពេលអប់រំមនោគមន៍វិជ្ជាក្រហមរួច។ មេខ្មែរឧទ្ទាមឈ្មោះ តាម៉ុក បាន រួមប្រជុំជាមួយឧត្ដមសេនីយទោយៀកកុងមិនស្គាល់ឈ្មោះ ជាតំណាង ឱ្យយៀកកុងទាំងមូល សី្ដរអំពីសុំឱ្យកងទ័ពយៀកកុងដកទ័ពថយចេញពី ទឹកដីខ្មែរឱ្យអស់ តែវាមិនព្រមដកដោយសំអាងថាៈ កងទ័ពវាមកស្រុក ខ្មែរនេះដោយការទទូចពីសេ្ដច សីហនុ សុំឱ្យវាមកជួយច្បាំង បើគ្មាន បញ្ជាពីសេ្ដច សីហនុ ទេ កងទ័ពវាមិនអនុវត្ដតាមជាដាច់ខាត។
