In February 1973, Major Chin Sophan, the former commander in chief of reconciliation, ordered 51 defectors stay in Pha Av, to help guarding people. At the time he had enough funds support those soldiers. Five months later they had problem with insufficiet funds, so the newly-established Ministry of Great Consolidarity had to borrow money from the first cambinet Ministry before the money menagement problems were corrected.
កាលពី ខែកុម្ភៈ ១៩៧៣ លោកវរសេនីយ៍ទោ ជិន សូផន អតីត អគ្គនាយកបង្រួបបង្រួមបានបញ្ជាឱ្យបងប្អូនដែលចុះចូល ៥១នាក់ ស្នាក់នៅផ្អាវ ដើម្បីជួយការពារប្រជាជនព្រោះលោក ជិន សុផន មាឥណទានគ្រប់គ្រាន់សម្រាប់ផ្គត់ផ្គង់ជន៥១នាក់នេះ។ ប្រហែល ៥ខែក្រោយ ស្រាប់តែកើតមានបញ្ហា ព្រោះខ្វះខាតឥណទានហើយតម្រូវឱ្យក្រសួងមហាសាមគ្គី ជាក្រសួងកើតថ្មីទៅខ្ចីឥនទាណពីស្ដីការរដ្ឋមន្ដ្រីទី១ ទំរាំនឹងរៀបចំចំណាយថវិកាក្រសួងថ្មីនេះឱ្យបានត្រឹមត្រូវឡើងវិញ។
