The governor of Kandal province wanted to intergate 155 defectors in to the reinforcement to main their security in the province forever, but failed because according to a June 12, 1973, Ministry of Interior delaration, the Ministry of National Great Consolodarity, which was transitionally established, had 2 responsiblilities: 1. to manage and accomadate soldiers intransitional them allow them to leave for their own hometown, and mange the Liberation, communicate with provincial aunthorities regarding agreemant's over zone which were out side of the governement control.
លោកអភិបាលខេត្ដកណ្ដាល មានបំណងទុកជនចុះចូល១៥៥នាក់ឱ្យ នៅបម្រើកងជំនួយរក្សាសន្ដិសុខក្នុងខេត្ដជារៀងរហូត ប៉ុន្ដែមិនអាច ធ្វើទៅកើតពីព្រោះយោងតាមបញ្ញត្ដិរបស់ក្រសួងមហាផ្ទៃដែលបាន ប្រជុំកាលពីថ្ងៃ១២ មិថុនា ១៩៧៣ ថាក្រសួងមហាសាមគ្គីជាតិជា ក្រសួងដែលបង្កើតបណ្ដោះអាសន្នដែលទទួលភារកិច្ចពីរចំណុចគឺៈ ១.ចាត់ការទទួលបងប្អូនដែលស្ម័្រគចិត្ដឱ្យស្នាក់នៅបណ្ដោះអាសន្ន និងបន្ទាប់មកត្រូវឱ្យជនទាំងនោះវិលទៅតាមស្រុកកំណើតរៀងខ្លួនវិញ។ ២ៈចាត់ការខាង (សេរីកា) ពោលគឺទាក់ទងជាមួយអាជ្ញាខេត្ដ នូវការស្រុះស្រួលជាមួយបណ្ដាលភូមិភាគដែលនៅក្រៅការត្រួតត្រា របស់រដ្ឋាភិបាល។
