Ruos Rinal, was born on January 5, 1951, in Sangkat 5, Phnom Penh. Father was named Ruos Kham, and his mother was named Suon Chorm. Ruos Rinal, volunteered to serve in the Army on April 17, 1970, as Corporal, military serial number 75825.
ឈ្មោះ រស់ រីណាល់ កើតនៅថ្ងៃ៥ ខែមករា ១៩៥១ ក្នុង សង្កាត់លេខ៥ ភ្នំពេញ ឪពុកឈ្មោះ រស់ ខាំ, ម្ដាយឈ្មោះ ស៊ួន ជម។ រស់ រីណាល់ បានស្ម័គ្រចិត្ដចូលធ្វើទាហានថ្ងៃ១៧ ខែមេសា ១៩៧០ មានឋានៈពលបាលត្រី ដែលមានអត្ថលេខ៧៥៨២៥។
