So Pum aka Pelphuong, born in Prek village, Champei sub-district, Bati district, Takeo province, was a chief of Prek village, region 33. He defected on May 20, 1974 at Siem Reap village. Pum had reported the activity of regiment 152 and 267, and also reported the presence of unit Vietkong troops in Sngang village. Human rights was limited in that area, so if somene took any action against the rule, they would be detained or accused of breaking internal relationship. Women were gathered to work in a rice-field which was far away from their parents and educated them to join in a military force. The enemies's strategy was to eliminate market system, to abdicate Sihanouk and to force people to do over work.
សូ ពុំ ហៅ ពែលភួង នៅភូមិព្រែក សង្កាត់ចំប៉ី ស្រុកបាទី ខេត្ដ តាកែវ ជាប្រធានភូមិព្រែក តំបន់ ៣៣ បានចុះចូលនៅថ្ងៃ២០ ឧសភា ១៩៧៤ នៅភូមិសៀមរាប។ ពុំបានរាយការណ៍ពីសកម្មភាព និង ទីតាំងរបស់ កងវរសេនាធំលេខ ១៥២ និង ២៦៧ ព្រមទាំងវត្ដមាននៃកងទ័ព វៀតកុងនៅភូមិស្ងាង។ ខ្មាំងបានបំបិទសិទ្ធិសេរីភាពប្រជាជន គ្រប់យ៉ាងបើអ្នកណាប្រឆាំងវានឹងចាប់យកទៅឃុំឃាំងហេើយចោទ ប្រកាន់ថាបំបែកបំបាក់ផ្ទៃក្នុង។ចំណែកនារីខ្មាំងកេណ្ឌឱ្យទៅធ្វើ ស្រែឆ្លាយពី«ពុកម្ដាយហើយឃុំឃាំងដើម្បីអប់រំបញ្ជូនក្នុងកង ទ័ព។ ទិសដៅរបស់ខ្មាំងគឺបំបិទសិទ្ធិមិនឱ្យលក់ដូរទាត់ចោលសេ្ដចសីហនុ និងជំរុញការងារប្រជាជនឱ្យទេ្វថែមទៀត។
