A special zone around Phnom Penh was devided into 2 zones, one was a region 15 which was renamed to region 40 and 25 region 15 or 40 included Dongkor, Kandal Stung, Angsnuol, Punhea Leu and Odong district 40. Punhea Leu district was devided into 5 sub-districts-Phnombat, Phsadek, Chreyleass, and Tumnubthom. Odong district was devided into 5 sub-districts-Vealpong, Prahsre, Veangchass, Channtasen, and Trachtorng. In 1974, the enemy proclaimed that all of people had to join in communist revolution, if someone took an action against the order, they could be sent to prison and forced to do over work, shacked at night and they would be killed lately. For people loyal to Sihanouk was a Khmer Rouge historic enemy. Sihanouk loyal troop always found a chance to fight back against khmer rouge and after the throne to Sihanouk. Khmer rouge committee leader were: Khieu Samphan a troop commander, Ieng Sary foriegn minister, Ho Yun and Ho Nim were a officers. A source said in late 1973, an unknown nationality journalist was caught and taken to Amleang area. People in our region who were accused of being national soldiers' correspondent were sent to Phnom Oral to cultivate the land there to feed themself and Angkar.
ភូមិភាគពិសេស ជុំវិញភ្នំពេញចែកជាពីរតំបន់គឺតំបន់១៥ ដែលប្ដូរជា តំបន់៤០ និងតំបន់២៥។ តំបន់១៥ ឬ ៤០ មានស្រុកដង្កោរ កណ្ដាលស្ទឹង អង្គស្នួល ពញាឮ និងឧត្ដុង។ ស្រុកពញាឮ ចែកជាសង្កាត់ភ្នំបាត ផ្សារដែក ជ្រែលាស់ ទំនប់ធំ។ ស្រុកឧត្ដុងមាន សង្កាត់វាលពង់ ព្រះស្រែ វាំងចាស់ ចន័្ទតាសែន ត្រាចទង។ ឆ្នាំ១៩៧៤ ខ្មាំងបានប្រកាសប្រាប់ប្រជាជនឱ្យធ្វើខ្លួនជាអ្នកបដិវត្ដកុម្មុយនិស្ដចំពោះអ្នក ដែលប្រឆាំងខ្មាំងតែងយកទៅឃុំឱ្យធ្វើការធ្ងន់ហើយពេលយប់ដាក់ច្រវាក់ និងបញ្ជូនទៅភូមិភាគមានន័យថាយកទៅសម្លាប់ចោល។ ឯខ្មែរដែលនៅ ស្រឡាញ់សីហនុមានទំនាស់ស្លាប់រស់នឹងខ្មែរក្រហមពួក គេរង់ចាំតែឱកាស សម្លាប់ពួកខ្មែរក្រហម។ គណកម្មាធិការខ្មែរក្រហមមាន ខៀវ សំផន មេបញ្ជាការកងទ័ព អៀង សារី ការបរទេស ហ៊ូ យន់, ហ៊ូ នឹម រដ្ឋមន្ដ្រី។ នៅចុងឆ្នាំ១៩៧៣ ប្រភពបានឱ្យដឹងថា មានអ្នកសារព័ត៌មាន ម្នាក់ដែលមិនស្គាល់សញ្ជាតិត្រូវបានខ្មែរកុម្មុយនិស្ដចាប់យកទៅកាន់តំបន់ អមកម្លាំង។ ចំណែកយុទ្ធជនប្រជាជន ដែលធ្លាប់រស់នៅក្នុងតំបន់យើង ដែលពួកវាចោទថាជាអ្នកយកព័ត៌មានឱ្យកងទ័ពជាតិពួកវាបានយកទៅដាក់ គុកនៅភ្នំឱរ៉ាល់ ដើម្បីឱ្យដាំដំណាំសម្រាប់យកផលមកចិញ្ចឹមជីវិតផ្ទាល់ខ្លួន និងផ្ដល់ឱ្យអង្គការ។
