Nop Soeun, Chief of rice mill in the Northwest Zone, became a C.I.A. spy in 1968. In 1975 organized a plan to capture Northwest Zone by making connection with Thailand. In 1977, He increased C.I.A. forces in order to burn down factories, ammunition warehouses and rice mills. He was arrested by Angkar on 24 June, 1977.
ណុប សឿន ជាប្រធានរោងម៉ាស៊ីនកិនស្រូវនៅភូមិភាគពាយព្យ គាត់ក្លាយជាចារកិច្ចសេ អ៊ី អា នៅឆ្នាំ១៩៦៨។ នៅឆ្នាំ១៩៧៥ គាត់រៀបចំផែនការកានកាប់ភូមិភាគពាយព្យដោយបង្កើតទំនាក់ទំនង ជាប្រទេសថៃ។ នៅឆ្នាំ១៩៧៧ គាត់បានបង្កើតកងកម្លាំង សេ អ៊ី អា ដើម្បីដុតបំផ្លាញរោងចក្រ, ឃ្លាំងអាវុធ, រោងម៉ាស៊ីនកិនស្រូវ។ គាត់បានចាប់ខ្លួនដោយអង្គការនៅថ្ងៃទី២៤ ខែមិថុនា ឆ្នាំ១៩៧៧។
