On 01 July, 1973, Khmer rebels held a meeting sub-district, Prey Veng district, Prey Veng province, in which they discussed the people in the Prey Russei village cadre committee. The people were:
- Ov Leuk, 26 years-old village chief. - Pen Yem, 30 years-old, economic chief. - Chet Chem, 25 years-old member. - Ly, 28 years-old, medicine man. កាលពីថ្ងៃទី៤ ខែកក្កដា ឆ្នាំ១៩៧៣ ខ្មែរឧទ្ទាមរៀបចំចាត់តាំងគណៈ កម្មាភិបាលភូមិព្រៃឬស្សីត្រង់ឌុបដឺវ៉េតេ ៥២០-៧៩២ ក្នុង សង្កាត់ជាខ្លាង ស្រុកព្រៃវែង ខេត្ដព្រៃវែង ដោយមានឈ្មោះ ដូចតទៅ៖១) ឪ ឡឹក អាយុ ២៦ឆ្នាំ ជាប្រធានភូមិ។២. ប៉ែន យឹម អាយុ៣០ឆ្នាំ ជាគណៈកម្មាភិបាលសេដ្ឋកិច្ច។៣) ឈិន ឆែម អាយុ២៥ឆ្នាំ ជាសមាជិក។៤) លី អាយុ២៨ឆ្នាំ ជាគ្រូពេទ្យប្រចាំភូមិព្រៃឬស្សី។
