Monsoon floods across the Indochina peninsula had left thousands facing starvation and millions more in need of emergency relief. The floods also had destroyed vast quantities of the vital rice crop and stalled post war reconstruction.
ខ្យល់មូសុងធ្វើឱ្យមានទឹកជំនន់លិចទូទាំងឧបទ្វិបឥណ្ឌូចិន ដែលធ្វើឱ្យមនុស្សរាប់ពាន់នាក់ប្រឈមនឹងការអត់ឃ្លាន និងរាប់លាននាក់ទៀតត្រូវការជួយសង្គ្រោះបន្ទាន់។ ការជន់លិចនេះក៏បានបំផ្លាញដំណាំអង្ករក្នុងបរិមាណដ៏ច្រើនក្រៃលែង ហើយនឹងបង្អាក់ការសÒារឡើងវិញក្រោយសង្គ្រាម។
