Southeast Asia had become a more militarized region since the 1975 withdrawal of American combat troops from Indochina. The tremendous expansion of Vietnam's military since 1978 had been a constant target of criticism and concern for American officials and by many countries of the region.
តំបន់អាស៊ីអាគេ្នយ៍បានក្លាយជាតំបន់យោធាពិសេសសម្រាប់ធ្វើសឹកសង្គ្រាមតាំងពីឆ្នាំ១៩៧៥មកមេ្ល៉ះពីការដកកងទ័ពតស៊ូរបស់អាមេរិកតាំងពីចេញពីតំបនឥណ្ឌូចិន។ កងយោធាវៀតណាមបានពង្រីកវិសាលភាពរបស់ខ្លួនតាំង ពីឆ្នាំ ១៩៧៨ ហើយក៏បានក្លាយជាគោលដៅនៃការតិះទៀនឥតឈប់ឈរ និងជាបញ្ហាកង្វល់សម្រាប់មន្ដ្រីអាមេរិកកាំងព្រមទាំងមន្ដ្រីតាមបណ្ដាប្រទេស នានានៅក្នុងតំបន់។
