Stephen Heder wrote a statement entitled "Kampuchea: Three year later". He said that 1979 was a year of chaos and ad hoc emergency measures; 1980 was a year of re-organization and consolidation; and 1981 was a year of regularization and solidification.
ស្ទីវិន ហេដឌ័រ បានសរសេរសេចក្ដីថ្លែងការណ៍មួយដែលមានចំណងជើងថា «កម្ពុជានៅរយៈពេលបីឆ្នាំក្រោយ» លោកបាននិយាយថាឆ្នាំ១៩៧៩ ដែល វឹកវរនិងការស្ទង់ពីការសង្គ្រោះបន្ទាន់របស់ អាដហុក ឆ្នាំ១៩៨០ គឺជាឆ្នាំ ដែលរៀបចំប្រទេសសារឡើងវិញ និងការបង្រួមបង្រួមជាតិព្រម តាំងឆ្នាំ១៩៨១ ដែលជាឆ្នាំនិយកម្មទៅលើច្បាប់និងសាគ្គីភាព។
