The Genocide convention is primarily concerned with punishment of the crime. Even if there were effective means for punishment, the guilty parties are mostly governments and the leaders who readily find refuge in other countries.
សន្និសីទស្ដីពីអនុសញ្ញាអំពើប្រល័យពូជសាសន៍បានបង្ហាញពីភាពព្រួយ បារម្ភជាមួយនឹងការដាក់ទៅលើបទល្មើសនោះ។ ទោះបីជាមធ្យោបាយដ៏ មានប្រសិទ្ធភាពសម្រាប់ដាក់ដាក់ទណ្ឌកម្មក៏ពិតមែននៃគណបក្សដែលខុស នោះភាគច្រើនមកពីខាងរដ្ឋាភិបាល និងខាងបក្សដែលមេដឹកនាំបានរត់ភៀស ខ្លួនទៅកាន់ប្រទេសដទៃៗទៀតបាត់ទៅហើយ។
