Senator Alan Cranston and his colleagues had been urging president Bush to change his policy towards Cambodia. The president's policy was to isolate the Hun Sen government in Phnom Penh while giving military assistance to the two non-communist resistance factions in coalition with the Khmer Rouge as tantamount to aiding the return to power of the genocidal Khmer Rouge.
