Ros Saom aka Song, secretary of regiment 13, division 310, confessed that on April 26, 1975, Eng joined a meeting with Khuon. The purpose of the meeting was to assign a committee leading new party beside the Communist Party of Kampuchea and to prepare plans to take over the power from the revolution. At the end of June 1976, Eng received Oeun's plots to assign the league committee leading force to identify situation in order to attack the party.
រស់ សោម ហៅសុង លេខាវរសេនាធំ ១៣ កងពល ៣១០ បាន ឆ្លើយថា នៅថ្ងៃ២៦ ៤ ១៩៧៥ អេងបានចូលរួមប្រជុំជាមួយ ឃួន ខ្លឹមសាគឺ ប្រកាសចាត់តាំងគណៈដឹកនាំបក្សថ្មី ផេ្សងពីបក្ស កុម្មុយនិស្ដកម្ពុជា រៀបចំផែនការប្រយុទ្ធដណ្ដើមផលបដិវត្ដពីបក្ស កុម្មុយនិស្ដកម្ពុជា ហើយចុងខែ៦ ១៩៧៦ អេង បានចូលប្រជុំ ទទួលផែនការពីអឿន អោយចាត់តាំងគណៈកម្មាធិការសម្ព័ន្ធដឹកនាំ ប្រយុទ្ធក្នុងគោលបំណងក្ដាប់ភូមិសាស្ដ្រ សភាពការណ៍រួមជុំវិញ អោយបាន ដើម្បីម្ចាស់ការក្នុងការវាយបក្ស។
