The Cambodian government had pulled its diplomats out of the Soviet Union and Soviet officials said they did not know if the Cambodians were coming back. Moscow had had poor contacts with the Cambodian Communist since they came to power in 1975.
រដ្ឋាភិបាលកម្ពុជា បានបណេ្ដញមន្ដ្រីស្ថានទូតសហភាពសូវៀតចេញ ដោយបានដោយបាននិយាយថា ពួកគេមិនយល់បើសិនជាប្រជាជនកម្ពុជា ត្រលប់មកវិញ។ ក្រុងម៉ូស្គូមានទំនាក់ទំនងទន់ខ្សោយជាមួយកុម្មុយនិស្ដកម្ពុជា ចាប់តាំងពីខ្មែរក្រហមចូលកាន់អំណាច ក្នុងឆ្នាំ១៩៧៥។
