This was an activity of Peng Leng, working at the office S-21, who took part in traitorous activities with Huot Se. Peng Leng accepted plan from Huot Se to build up forces and to convince male and female combatants and people living in Kean Svay district to obey the tendency of Sok Huot Se, So Pum, and Sien San's network.
