For the first time since Vietnam invaded Cambodia in 1979, representatives from most of the countries involved in the conflict sat together to discuss the impasse. Representatives from Cambodia were not invited.
ក្នុងឆ្នាំ១៩៧៩ គឺជាពេលដំបូងដែលវៀតណាមបាន ឈ្លានពានមកលើ ប្រទេសកម្ពុជាហើយតំណាងរបស់បណ្ដាលប្រទេសមួយចំនួនដែលជាប់ទាក់ ទិននៅក្នុងបញ្ហាជម្លោះនោះក៏បានចាប់ផ្ដើមធ្វើកិច្ចពិភាក្សារួមគ្នាទៅលើបញ្ហាជាប់គាំងទាំងនោះ។ តំណាងមកពីប្រទេសកម្ពុជា ក៏មិនបានអពោ្ជីញឱ្យចូល រួមក្នុងកិច្ចពិភាក្សានោះដែរ។
