This proposal was inspired by the Kampuchean people and the CGDK's genuine desire to seek a political solution to the problem of Kampuchea and was based on the UN relevant resolution adopted in the past 7 consecutive years and the International Conference on Kampuchea Declaration in 1981.
គម្រោងនេះត្រូវបានបំផុសដោយប្រជាជនកម្ពុជា និងរដ្ឋាភិបាល ចម្រុះ ប្រជាធិបតេយ្យ ដែលស្មោះត្រង់ហើយមានបំណងចង់រកដំណោះស្រាយ បញ្ហានយោបាយកម្ពុជានិងយោងទៅតាមការដោះស្រាយរបស់អង្គការសហ ប្រជាជាតិដែលអនុវត្ដអស់រយៈពេលប្រាំពីរឆ្នាំតរៀងមក ហើយនិង សិន្និសីទស្ដីពីសេចក្ដីរបស់កម្ពុជានៅក្នុងឆ្នាំ១៩៨១។
