Vietnamese Deputy Foreign Minister, Phan Hien, had been secretly in Peking to ask Chinese to hand the proposal negotiation to the rulers in Phnom Penh. The Chinese mission led by Chou En-Lai's widow, Teng Ying Chao, a central committee member gave support for Cambodia.
