A state Department spokesman recently told a group of U.S corporate officers that American business should help spread President carter's human rights campaign throughout Latin America and make an effort to show investment preference for countries that adhere to those rights. four days earlier, in a speech in Lowa, the Commerce Department official in charge of East-west trade said that trade with Communist nations "is good business. It helps our economy. It contributes to mutual understanding."
