The United Nations had to be prepared for continuing and possibly increased flows of refugees from Indochina, particularly Vietnam. In the report to Secretary of State Alexander M. Haig, a four-member panel said that most of the Vietnamese boat people were legitimate political refugees.
អង្គការសហប្រជាជាតិបានរៀបចំរួចជាសេ្រច សម្រាប់ការកើនឡើងជាបន្ដ បន្ទាប់នៃលំហូរជនភៀសខ្លួនដែលមកពីភូមិភាគឥណ្ឌូចិន ជាពិសេសគឺ ប្រទេសវៀតណាម។ នៅក្នុងរបាយការណ៍ដែលបានផ្ញើទៅកាន់ឥរដ្ឋ លេខាធិការលោក អាឡិចសេនដឺ អ៊ឹម ហ្គៃ ដែលជាសមាជិកមួយរូបក្នុង ចំណោមសមាជិកទាំងបួនបាននិយាយថា ប្រជាជនវៀតណាមភាគច្រើន ដែលនៅតាមទូកគឺជាជនភៀសខ្លួនដែលស្របច្បាប់។
