International Amnesty wrote to President Khieu Samphan on 28 February 1977, expressing concern about the reports of execution and about allegations that in some areas civilians were threatened or maltreated by the local authorities.
អង្គការលើកលែងទោសអន្ដរជាតិ បានសរសេរលិខិតជូនចំពោះនាយករដ្ឋមន្ដ្រី ខៀវ សំផន នៅថ្ងៃទី២៨ កុម្ភះ ១៩៧៧ បង្ហាញពីការព្រួយបារម្ភពីរបាយការណ៍នៃការប្រតិបត្ដិនិងការចោទប្រកាន់ថា មានប្រជាជនក្នុងតំបន់មួយចំនួន បានគំរាមកំហែង និងធ្វើទុកបុកមេ្នញដោយអាជ£ធរក្នុងស្រុក។
