As international opinion solidified against a return of Pol Pot's Khmer Rouge, recent actions on the Thai border and inside Cambodia indicated that there had been little change in the leadership of the Khmer Rouge since January 1979.
យោងទៅតាមការតស៊ូជាអន្ដរជាតិដែលប្រឆាំងយ៉ាងមុតមំាទៅនឹងការវិលត្រឡប់នៃរបបខ្មែរក្រហមដែលដឹកនាំដោយ ប៉ុល ពត នោះថ្មីៗនេះគេបាន សងេ្កតឃើញថាសកម្មភាពនៅតាមព្រំដែនប្រទេសថៃ និងនៅក្នុងប្រទេស កម្ពុជាក៏បានបង្ហាញថាមានភាពប្រែប្រួលបន្ដិចបន្ដួចនៅក្នុងថ្នាក់ដឹកនាំនៃ របបខ្មែរក្រហមចាប់តាំងពីខែមេសាឆ្នាំ១៩៧៩។
