Vietnam faced daunting economic problems and the prospect of continuing low investment. It could not expect any noticeable improvement in the next decade. Some Vietnamese leaders feared that corrupting influence of the liberal policies.
វៀតណាមបានទទួលរងនូវវិបត្ដិសេដ្ឋកិច្ចយ៉ាងធ្ងន់ធ្ងរនិងនៅតែបន្ដដាក់យុទ្ធនា ការ វិនិយោគដោយមានកម្រិតទាបបំផុត។ នាអំឡុងទសវត្សរ៍ ក្រោយៗមកក៏គេមិនអាចអាចរំពឹងថានឹងមានភាពល្អប្រសើរគួរឱ្យកត់ សម្គាល់ដែរ ហើយមេដឹកនាំវៀតណាមជាច្រើនរូបក៏មានភាពភ័យខ្លាចអំពី ឥទ្ធិពលអាក្រក់នៃគោលនយោបាយសេរីផងដែរ។
