Under the Paris Peace Agreements signed on 23 October 1991, UNTAC personnel are guaranteed freedom of access throughout the zones controlled by the four parties to the agreement. One party didn't grant such access.
ក្រោយកិច្ចព្រមព្រៀងទីក្រុងប៉ារីសដែលបានចុះហត្ថលេខានៅថ្ងៃទី២៣តុលា ១៩៩១ បុគ្គលិករបស់អ៊ុន តាក់ បានធានាការអះអាង ពីសេរីភាពនៃ ការចូល ដំណើរការនៅទូទាំងតំបន់ ដែលគ្រប់គ្រងដោយភាគីទាំងបួន ក្នុងការព្រមព្រៀង។ ភាគីមួយមិនបានផ្ដល់សិទិ្ធឱ្យចូលដំណើរការទេ។
