In 1978 conditions in Cambodia went from bad to worse. The border conflict with Vietnam was increasing and there were also unending internal purge, bad weather and economic crisis through out the country.
នៅក្នុងឆ្នាំ១៩៧៨ទិសដៅនៃកម្ពុជាមានការធ្លាក់ចុះពីអាក្រក់ ទៅរកភាពដែលធ្ងន់ធ្ងរបំផុង។ ទំនាស់ទៅតាមព្រំដែនជាមួយវៀតណាមមានការកើនឡើង និង ការបណេ្ដញប្រជាជននៅក្នុងប្រទេសគ្មានទីបព្ចាប់ បរិយាកាសដ៏អួរអាប់ និង វិបត្ដិសេដ្ឋកិច្ចមានការលេចឡើងនៅក្នុងប្រទេស។
