The aim of this brief memo is to remind readers that to commit certain inhuman acts against a civilian people is, under US law and international law, illegal, and there are reasonable grounds for concluding. that , in Vietnam, US military leaders committed such acts.
គោលបំណងរបស់កំណត់ហេតុខ្លីនេះគឺរំលឹកដល់អ្នកអានមួយចំនួនដែលប្រព្រឹត្ដ ដោយជឿជាក់ចំពោះសកម្មភាពមនុស្សដែលប្រឆាំងនឹងជនស៊ីវិល នៅក្រោមច្បាប់របស់សហរដ្ឋអាមេរិនិងច្បាប់អន្ដរជាតិដែលល្មើសច្បាប់ និងមានហេតុផលគ្រប់គ្រាន់សម្រាប់បញ្ចប់។ ដែលនៅវៀតណាម មេដឹកនាំ យោធាសហរដ្ឋអាមេរិកបានបេ្ដជ្ញាចិត្ដដូចជាសកម្មភាព។
