The purpose of the memorandum was to raise up the genecide in Cambodia. David Hawk has been investigating the possibility of bringing Democratic Kampuchea before the international court of justice to determine whether that country violated its obligations under the genecide convention.
គោលបំណងនៃអនុស្សារណគឺបានលើកឡើងពីអំពើប្រល័យពូជសាសន៍នៅ កម្ពុជា។ លោក ដេវីដ ហក ត្រូវបានគេស៊ើបអងេ្កតពីលទ្ធភាពនៃការនាំ យករបបកម្ពុជាប្រជាធិបតេយ្យមុនពេលតុលាការយុត្ដិធម៌អន្ដរជាតិ សមេ្រច ថា ទោះបីជាប្រទេសនេះបំពានច្បាប់ ឬកាតព្វកិច្ចរបស់ខ្លួន នៅស្ថិតនៅក្រោមអនុសញ្ញាស្ដីពីអំពើប្រល័យពូជសាសន៍។
