Growing numbers of people were leaving Indochina to find a better life elsewhere. There was nothing wrong with such movements, but economic migrants had to be treated differently from refugees. Otherwise, we risked eroding the protection offered to refugees.
ចំនួនប្រជាជនកាន់តែច្រើនដែលបានចាកចេញពីឥណ្ឌូចិនដើម្បីស្វែងរកជីវិត ប្រសើរនៅកន្លែងផេ្សងពិតជាមិនមានអ្វីខុសជាមួយចលនាបែបនេះទេ ប៉ុន្ដែ សេដ្ឋកិច្ចសម្រាប់ជនសំណាកស្រុក ត្រូវតែផ្គត់ផ្គង់ឱ្យខុសពីជន ភៀសខ្លួន ទាំងនោះយ៉ាងណាមិញ យើងប្រថុយទៅនឹងការលុបបំបាត់នៃការពារដែល ត្រូវបានផ្ដល់ឱ្យជនភៀសខ្លួន។
