Since 1978, a new factor emerged in the international politics of Southeast Asia: Vietnam's military-security relationship with the Soviet Union. Spurned by Washington and facing pressure from China, Vietnam abandoned its careful political economic balancing act and enterd into a strategic alliance with Moscow.
ចាប់តាំងពីឆ្នាំ១៩៧៨មក បញ្ហាថ្មីមួយបានផុសឡើងនៅក្នុងផ្នែក នយោបាយ អន្ដរជាតិនៃតំបន់អាស៊ីអាគេ្នយ៍គឺ៖ សន្ដិសុខយោធា របស់វៀតណាមបានចង ក្រងសម្ព័ន្ធមេត្រីភាពជាមួយ នឹងសហភាព សូវៀត។ ដោយការច្រានចោល របស់វ៉ាស៊ីនតោ និងត្រូវប្រឈម មុខជាមួយនឹងការគាបសង្កត់ពីប្រទេសចិនទើបធ្វើឱ្យប្រទេសវៀតណាម ធ្វើការលះបង់ដោយប្រុងប្រយ័ត្ននូវតុល្យភាពផ្នែកសេដ្ឋកិច្ចនយោបាយ និងចូលរួមក្នុងក្រុមដែលចងសម្ព័ន្ធមេត្រីភាពជាមួយម៉ូស្គូ។
