The war in Indochina had happened 3 times since 1945 until 1979 with Vietnamese conquest of Cambodia. The war had brought the destruction of property and lives. It should be possible to learn these failure of the past. For 80 million people in Indochina, it was imperative that the withdrawal of Vietnamese troops be accompanied by or followed up with a negotiated settlement.
ចាប់តាំងពីឆ្នាំ១៩៤៥ ដល់ឆ្នាំ ១៩៧៩ សង្គ្រាមនៅក្នុងឧបទ្វីបឥណ្ឌូចិន គឺ បានកើតឡើង៣ដងផ្ទួនៗគ្នា ស្របពេលជាមួយដែលប្រទេសវៀតណាម បានវាយដណ្ដើមយកប្រទេសកម្ពុជា។ សង្គ្រាមរាល់លើកបានបំផ្លាញមិន ថាទ្រព្យសម្បតិ្ដនិងអាយុជីវិតរបស់ប្រជាជនជាច្រើន។ សង្គ្រាមឥណ្ឌូចិន អាចធ្វើជាការបង្រៀនពីភាពបរាជ័យអតីតកាល។ សម្រាប់ប្រជាជន៨០ ពាន់នាក់នៅក្នុងតំបន់ឥណ្ឌូចិន ពិតជាមានភាពចាំបាច់ណាស់ក្នុងការដកចេញ នូវកងទ័ពវៀតណាម ដោយធ្វើទៅតាមការដោហស្រាយដោយសន្ដិវិធី។
