The State Department had strongly rebuked Vietnam because Vietnamese officials had apparently accepted payment from Chinese refugees. Since American went into Vietnam to keep Indochina out of the Soviet orbit, the present policy made no sense strategically.
ក្រសួងការបរទេសសហរដ្ឋអាមេរិក បានស្ដីបន្ទោសខ្លាំងៗដល់ប្រទេសវៀតណាមពីព្រោះមន្ដ្រីវៀតណាមជាក់ស្ដែងបានទទួលយកការទូរទាត់ពីជនភៀសខ្លួនចិន។ ចាប់តាំងពី អាមេរិកកាំង ចូលទៅប្រទេសវៀតណាម ដើម្បីរក្សាស្ថានភាពតំបន់ឧបទ្វីបឥណ្ឌូចិនចេញពីមាគ៌ាសូវៀត។ គោលនយោបាយបច្ចុប្បន្នបានធ្វើឱ្យគ្នាយុទ្ធសាស្ដ្រក្នុងការដឹកនាំ។
