Indochina had been a low priority area in Japan's Southeasts Asia policy since 1952. The Vietnamese occupation of Kampuchea, followed by the installation of the Heng Samrin administration, came as a shock to Tokyo, which soon had make up its mind on the question of recognizing the new regime in Phnom Penh.
ឥណ្ឌូចិនធ្លាប់ជាតំបន់ដែលមានសក្ដានុពលទាបនៅក្នុងនយោបាយរបស់ជប៉ុននៅអាស៊ីអាគេ្នយ៍តាំងពីឆ្នាំ១៩៥២។ វៀតណាមបានកាន់កាប់កម្ពុជាទៅតាមការប្រគល់តំណែងនៃរាជការ ហេង សំរិន ដែលបានធ្វើឱ្យក្រុងតូក្យូភ£ាក់ផ្អើលយ៉ាងខ្លាំងហើយមិនយូរប៉ុន្មានបានគិតគូរអំពីសំណួរនៃការទទួលស្គាល់របបថ្មីនៅភ្នំពេញ។
