Thise document on page 2 paragraph 3 said: "Secondly, the documents emanating from the Vietnamese government accused the regime of Pol Pot, Ieng Sary and Khieu Samphan of killing three million Kampucheans while they were in control, and the Thai authority of giving refugee to Pol Pot and his friend and allowing their troops to use Thailand as a base for attacking the Kampucheans and preventing the peaceful reconstruction of Kampuchea."
