Carol Possepski reporting: Former President Jimmy Carter Thursday night accused President Reagan of ignoring human rights violations around the world. Appearing at an Amnesty International Conference in Australia, Mr. Carter said, his eyes wet and his voice trembling, "There's no way for us in this prosperous, safe country to realize the need throughout the world for a consistent human rights effort."
