Phlong Neat aka Thy, soldier of P-98, confessed that in October 1976 Phin attended a traitorous meeting and received the plot form woman Khoeun, chief of small cell, to provoke problem and to destroy medical instrument and plants. Phin also joined a meeting to review the traitorous activity result in the past.
