Phlong Neat aka Thy, soldier of P-98, confessed that in September 1976 Vin, chief of X-ray and ecology group of P-98, attended a meeting to receive the plots from Ron, chief of surgery, to kill cadre and soldiers who had treatment in the hospital P-98. Vin stole medical instrument and provoked conflict between medical staff and patients.
