David Hawk wrote a letter to Leonard Sussman to ask him to be an advisor to the Documentation. The purpose of advisors was to indicate the high seriousness of the work and to facilitate the search for a state party to the Genocide Convention to make an inter-state complaint to the World Court on the Cambodian genocide.
