On November 20, 1990, Mr. Dith Pran/Haing Ngor/Kassie Neou sent a letter to Mr. Kenneth Quinn. In the letter read that "Thank you for taking the time to meet with David Hawk and Kassie Neou last month. We have continued to follow the negotiations for a comprehensive solution to the Cambodia conflict, and we are very happy that despite som backtracking the process seems to be moving along."
